Covering End of Line Resistors.

Hello,
About a year ago I asked if it is allowable to cover the boxes containing eol resistors in a high-rise building. In our situation this would occur if valances were installed in a hallway renovation project.
The answer was no because they need to be opened and physically inspected/tested annually. I now can't find any reference to this issue on this site. Has this rule been changed in any way?
